So I'm level 19, Archibolt is in the brig of the ship, and Katrina said she'd contact me when she talked to her sister. Am I at the end of the current content? Or have I missed something that will progress the quest line?

Congrats! You've passed all of our Tier1 content so far. We will be adding in a little more to Tier1, but we'll be including two more tiers into the game, which have over twice the content! :D
