Hi, I meet all the requirements to upgrade my ore refinery, but the upgrade button is blacked out when trying to upgrade to level 3

Ok I've figured out the issue with the ore refinery upgrade. You must have a high enough level office on the new island even though it's not listed as one of the requirements.

Rather than make another topic, got a very similar issue, cannot upgrade lumber area from lv4 (current) to lv5, it requires 4 steam and 12 linen, I have those both and the upgrade button is greyed out.
Not sure if its a build limitation. I would love to test Panda's solve for higher office lv, but it requires a lot of glass for me to do it, which means Ill have to grind like 25 missions... |
